Got a bird flight cage (think double Critter Nation size). Did you know that rats, when out in the wild, and in good physical condition, and with practice, can fly around like squirrels do in tree branches? Think the wildest squirrel chase you've ever seen, and I saw my baby boy rats, Rudy and Robin, do that. What better reason is there to motivate one to get a flight cage for rats? :)
